It's cloned from the Holiday Stuff Christmas Tree so it functions as such (will summon Santa if you bake Santa cookies near midnight). Holiday Stuff should not be required, but is possible that it is required. If it is not required, Santa cannot be summoned without Holiday Stuff installed.
